Effective Utility Management Primer and Resource Toolbox

In May, 2007, EPA and six national water and wastewater associations signed an historic agreement to promote effective water sector utility management based on a series of 10 Attributes of Effectively Managed Utilities and Keys to Management Success. have just released the Effective Utility Management Primer. As a result of this agreement, these collaborating organizations have just released the Effective Utility Management Primer. This guide provides utilities with a step-by-step process for assessing their operations based on the Attributes, identifying priority areas of their operations for improvement, and selecting potential performance measurements. The primer was guided by the input of a group of leading utility managers from around the country.

In addition to the Primer, the collaborating organizations have developed an electronic resource toolbox with other information to help utilities manage their operations based on the Attributes and Keys to Management Success
